Continuum of Care (CoC) Rapid Re-Housing is a federally funded temporary rental assistance program (normally not exceeding twelve months) for qualified homeless families that are living in a shelter, living on the streets, or receiving one-time homeless assistance from the Human Services Agency. Families can receive rent and deposit assistance, according to documented need of the household; continuing eligibility is reviewed at least every three months. The head of household must also participate in a plan toward self-sufficiency (education, training or employment).
Must be homeless under Category 1 or Category 4 as defined by the U.S. Department of Housing and Urban Development and have a child younger than 18 years old as part of the household. Eligibility also requires evidence of residency in San Joaquin County. Actual enrollment is also based on an assessment of need and other requirements set forth by the HEARTH Act. All adult household members must be willing and able to work toward self-sufficiency.

Permanent Supportive Housing is primarily directed to serving the needs of households consisting of an adult homeless person with a permanent disabling condition but also serves homeless households where the head of household is disabled. The program provides rent support and strongly encourages that qualifying participants receive ongoing support services from either the referring agency or a social service agency. Additionally, a self-sufficiency plan is developed with specific goals to assist members of the household toward self-sufficiency. Households must be able to provide for basic living needs in addition to rent.
Must be "chronically homeless" as defined by the U.S. Department of Housing and Urban Development (literally homeless, permanently disabled (mental or physical), homeless for at least one year in the past three years, capable of independent living). Eligibility requires evidence of residency in San Joaquin County. Enrollment is also dependent on an assessment of need and other requirements as required by federal regulations set forth in the HEARTH Act.

Dignity’s Alcove, Inc. provides 24-month transitional housing, meals and indigent supplies to honorable or general discharged veterans who are homeless. Drug and alcohol, relapse prevention, problem solving, conflict resolution, time management and money management classes are offered. A case management component is offered in which an assessment is conducted for each client. Depending on the need, outreach, transportation assistance, employment services, advocacy and medical linkage to primary care services and medical clinics including the VA Medical Clinic and mental health services, is available.

Women come to us from various circumstances. Some are suffering the trauma of domestic violence. Others may come directly from jail or off the streets, while some have lost jobs and have no outside support. Many women come to us from generations of poverty or have suffered other life-changing circumstances. Women and children come to the Haven of Peace for help and guidance. The women are eighteen (18) years-of-age or older, while the children are of all ages for girls and up to eight (8) years-of-age for boys (due to dormitory setting).

The Housing Choice Voucher (HCV) program, formerly known as the Section 8 Program, is the federal government’s major program for assisting very low-income families, elderly, and disabled households to afford decent, safe, and sanitary housing in the private market. A housing subsidy is paid to the landlord directly by the HACSJ on behalf of the participating household. The household then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program which is generally 30% of their adjusted income. Households who participate in the HCV program are selected from the HACSJ’s waitlist.

Ready to Work seeks to reduce the number of homeless people in San Joaquin County by helping men with a history of homelessness or involvement in the criminal justice system rebuild their lives and the lives of their families. Clients are active participants in their own success, and learn hard skills that lead directly to jobs. Earned income is the key for graduates to maintain housing and avoid future homelessness. Work instills the value of self-reliance and builds the capacity for long-term success. Ready to Work provides the education and opportunity so that people can take control of their own lives. A systematic needs assessment shows Ready to Work’s target population faces a lack of opportunity and a lack of services. Existing homeless services are short-term crisis response measures, or only serve narrow populations because of restrictive funding sources. Ready to Work assists people who are ineligible for many other services, but who have the potential to show great strides with the right investment. Ready to Work makes long-term investments in the health, economy, and people of San Joaquin County. They provide housing, food, education, work training, skill certification, stipends, and links to permanent housing for people who want a second chance.
